PORTSMOUTH, Va. (WAVY) – A crash on VA-164 in Portsmouth Tuesday morning impacted traffic for several hours.
WAVY first learned about the crash around 10 a.m. It happened at the east exit ramp, near West Norfolk Road.
The east exit ramp was closed for hours.
