PORTSMOUTH, Va. (WAVY)- Matthew Outten, a four-star athlete from Norcom High School in Portsmouth, verbally committed to Virginia Tech on Monday afternoon.
The six-foot, 200 pound Outten is the number six ranked recruit coming out of the state of Virginia, according to 247Sports. He’s the highest-ranked commit for the Hokies in the 2025 recruiting class.
Outten had 900 receiving yards and 12 touchdowns in his junior season.
