Biography: Shannon E. Glover, the dedicated Mayor of Portsmouth, Virginia, exemplifies a unique combination of military discipline, civic leadership, and entrepreneurial spirit. A proud Norfolk State University graduate and Navy veteran, Glover’s commitment to public service began with his honorable service in the U.S. Navy, where he developed a foundation of discipline and dedication. Since moving to Portsmouth in 1990, he has deeply engaged with the community, launching his own business in 2004 and serving on various not-for-profit boards.

Elected to the City Council in 2017 and as Mayor in 2020, Glover has prioritized equitable education, economic growth, health initiatives, and public safety. His vision for Portsmouth is rooted in sustainable development, community engagement, and a profound commitment to integrity. His leadership is characterized by his unwavering dedication to creating a thriving, inclusive, and forward-looking Portsmouth. In recognition of his efforts, Glover received the prestigious Hampton Roads Workforce Council’s Workforce Champion Award and the Audacity of Hope Award from the Portsmouth Alumnae Chapter of Delta Sigma Theta Sorority, Inc. in 2022.

Why are you running for this office?

I am running for re-election to ensure that our city continues the progress we’ve made. Since taking office on January 1, 2021, I’ve led our city council and community in making significant strides. For instance, under my leadership, Portsmouth opened the first free-standing casino in Virginia—Rivers Casino—generating nearly $20 million in new revenue to address our city’s financial needs. In 2023, Portsmouth was recognized as the #1 city in America for first-time homebuyers, and we’ve built 442 new homes and 660 apartments. This achievement aligns with my vision to create housing opportunities for our entry-level teachers, police officers, firefighters, and skilled maritime trades workers entering the “Blue Economy.” I am also committed to attracting and retaining businesses that will support our city by generating new revenue, ultimately reducing the tax burden on our citizens. Furthermore, our innovation district and waterfront development projects will transform Portsmouth into a destination where young people and families can live, work, play, and raise their families. We have the momentum, and I am eager to continue the progress we’ve started.

What is the top challenge facing Portsmouth, and how would you address it?

Crime and gun violence are the most pressing challenges facing our city. Under my leadership, we’ve collaborated with law enforcement, community leaders, and grassroots organizations to develop an evidence-based plan called “Portsmouth United.” This initiative includes a Crime Reduction Task Force and the involvement of Violence Interrupters and credible messengers who engage directly with the community to identify and address the specific needs of our families and youth. Reducing violence and crime requires the involvement of all citizens in creating solutions. While we are making progress, we will continue to seek out new strategies and solutions to ensure a safer, more supportive environment for all residents.

What is your view on addressing the affordable housing crisis?

My approach to addressing the affordable housing crisis is threefold:

We must advocate for resources from our state and federal partners. During the U.S. Conference of Mayors conference in Kansas City, Missouri (June 2024), I engaged with other mayors across the nation to discuss best practices and how to effectively utilize Community Development Block Grant (CDBG) funds from HUD, which have not increased in over 40 years.

Affordable housing must be approached with a sense of urgency and integrated into our overall economic development strategy.

We must involve key stakeholders in discussions and initiatives aimed at assisting first-time homebuyers with down payment costs.

The city has a longstanding history of poor council management. How will you civilly manage the six other members you will serve alongside?

As Mayor, my role is to act as the chairman of the council. It is essential for all council members, including myself, to adhere to the adopted council rules of order and conduct. Each member is responsible for their behavior, and as Mayor, I am committed to being impartial, facilitating respectful debates, and allowing for productive discussions. We, as elected leaders, have a responsibility to represent our citizens in a courteous, positive, and professional manner.

What is your vision for the former Civic Center and Holiday Inn site in Olde Towne Portsmouth?

My vision for these sites is to develop them in a way that benefits our citizens and enhances Portsmouth as a destination. These spaces should include mixed-use developments that attract visitors and families alike. This process must be transparent and include community engagement, ensuring alignment with our comprehensive plan.

What is your view on taking money from individuals who will likely have business before the city?

Many businesses have a vested interest in Portsmouth because they live, work, or play here. Business owners often support candidates who align with their vision and goals. As an elected official, it is my duty to prioritize the best interests of the citizens of Portsmouth above the interests of any individual or group.
