Biography: Council Member Wooten was sworn into office on Tuesday, November 20, 2018 to fill the unexpired term of the seat Mayor Dyer vacated as the Centerville district representative in Virginia Beach. On November 3, 2020, Council member Sabrina Wooten was re-elected as the first African American to serve a second term ever on Virginia Beach City Council. She is a native of Stuttgart, Germany, but grew up in Hampton Roads and has lived in Virginia Beach for over 21 years. Her passions include combatting poverty, advocating for local businesses and homelessness and protecting our natural resources and quality of life. Sabrina brings over twenty- five years of business, leadership and administrative experience in the private and non-profit sectors.

Wooten is the creator and host of the Ignite Business Series Seminar that takes place annually to support local, small, women, minority and service disabled business owners. The business series provides businesses with the resources and tools they need to grow and expand. Councilmember Wooten also created Launch Virginia Beach (LaunchVB) a website dedicated to small business, a hub where the City of Virginia Beach provides resources and support to small business owners and entrepreneurs who want to start a business.

Wooten’s professional mediation firm Strategic Impact Services, LLC, provides mediation services and business management solutions to business organizations and the community. Additionally, she serves as an Adjunct Professor at Old Dominion University where she teaches Contemporary Business Management, Public Administration and Regent University where she teaches American Government.

She was appointed to the 2018 Board of Governors for the National Association of Nonprofit Organizations and Executives. Prior to the November 2018 election, Wooten was Vice chair of the City’s Minority Business Council, and Chair of the Outreach Committee. She was also a member of the Virginia Municipal League and is a member of the National Small Business Association, the National Society of Leadership and Success Honor Society and the National Association of Professional Women. Wooten is also a former Police Chaplain for the Virginia Beach Police Department and a former Supreme Court Certified Mediator.

A published author, Wooten graduated from Old Dominion University with a Bachelor of Science degree in Political Science. She received master’s degrees in business management and public administration from Regent University. She also earned a certificate in biblical studies from Liberty University and a certificate in practical theology from Regent University. She is a PhD candidate and is currently pursuing a Ph.D. in Public Policy and Administration with a concentration in nonprofit management and leadership. Wooten resides with her husband, Donald in District 7.

Why are you running for this office?

My professional background in Political Science, Business Management and Public Administration provided me with a strong foundation in leadership, administration, public policy and consensus building. This experience allowed me to approach local issues with a practical, solutions-oriented mindset. I applied these skills to community projects, working tirelessly to promote local businesses and entrepreneurship, preserve our neighborhoods and empower youth and young adults.

Over the years, I have built meaningful relationships with community leaders, residents, and fellow advocates. My work on various committees and boards allowed me to collaborate with diverse stakeholders and gain valuable insights into the needs and aspirations of our city. These experiences shaped my vision for a more inclusive, vibrant, and prosperous Virginia Beach.

Running for Mayor of Virginia Beach is a natural extension of my commitment to serve the public. I seek to bring a fresh perspective and a collaborative approach to the council, focusing on addressing homelessness, promoting affordable housing, enhancing public safety as well as advocating for competitive wages for public safety employees, working class residents and city employees. The support and encouragement from friends, family, and community members fueled my determination and strengthened my resolve.

My journey to this point has been marked by a commitment to service, a dedication to understand our city’s needs, and a passion for making a positive impact. I look forward to continuing this journey with the same enthusiasm and dedication, striving to build a brighter, bolder, stronger future for all the residents of Virginia Beach as Mayor of Virginia Beach.

What is the top challenge facing Virginia Beach, and how would you address it?

The top challenge facing Virginia Beach is overspending and a lack of oversight in government. As mayor of Virginia Beach, I plan to implement the following strategy:

Yearly Assessment of Programs:

  • Implement a regular review process to assess the effectiveness and relevance of
  • government programs.
  • Identify and eliminate obsolete programs that no longer serve their intended purpose.
  • Cut excess spending by reallocating resources to more impactful initiatives.

Public Engagement:

  • Conduct public surveys, town hall meetings, or online platforms to gather feedback on spending priorities.
  • Utilize feedback to prioritize funding for programs that align with community needs and preferences.
  • Increase transparency in budgeting processes to build trust and accountability.

What is your view on preserving agricultural land while also addressing the affordable housing crisis?

The Green Line was implemented in Virginia Beach in 1979 to discourage the extension of urban facilities into the agricultural areas in the southern half of the City. The Green Line has not changed since 1979 and is reflected in all comprehensive plans in the City’s history. The Green Line is an essential tool to maintain balanced growth in the City.

During community engagement activities for the 2040 plan update many residents expressed that maintaining the Green Line in its current place was critically important to them. As Mayor of Virginia Beach, it is my responsibility to hold fast to the sentiments of residents on this pertinent issue and consider the previous policy decisions regarding the Green Line.

Affordability and housing are critical challenges in the City of Virginia Beach. As such it is imperative that the supply of housing be expanded that includes options for city employees, public safety personnel, seniors, young adults, teachers and everyday working residents. This goal will be realized by partnering with key stakeholders to offer incentives such as tax abatement programs to assist with making housing more affordable. In addition, it is important to look for suitable mixed-use housing opportunities (where appropriate) to expand the supply of affordable, workforce housing.

How do you view Virginia Beach’s continued growth strategy? What would you change?

Virginia Beach has experienced significant growth over the past decade, evolving into a vibrant and dynamic city with a thriving economy, expanding infrastructure, and a rich array of cultural and recreational opportunities. This growth has brought numerous benefits, including increased job opportunities, enhanced amenities, and a more diverse population. The city’s commitment to development has made it an attractive destination for residents and visitors alike.

However, with this growth comes the challenge of ensuring that the city evolves in a sustainable and equitable manner. As Virginia Beach continues to develop, there are a few key areas where I believe changes could further enhance the city’s quality of life and long-term sustainability:

  1. Infrastructure and Traffic Management: While the expansion of infrastructure has been commendable, increased population density has led to congestion and strained transportation systems. Implementing smart traffic management solutions and investing in public transportation options could alleviate traffic issues and improve overall mobility.

  1. Environmental Sustainability: Rapid growth can place a strain on natural resources and ecosystems. Prioritizing green spaces, investing in sustainable development practices, and enhancing environmental protections are essential to preserving Virginia Beach’s natural beauty and ensuring a healthy environment for future generations.

  2. Community Engagement: As the city grows, it’s crucial to involve residents in the planning and decision-making processes. Strengthening community engagement and fostering open dialogues with residents can ensure that development aligns with the needs and desires of the community.

  3. Economic Diversification: While the tourism and hospitality sectors are vital to Virginia Beach’s economy, diversifying into other industries can provide greater stability and resilience. Encouraging innovation and supporting a range of industries can create more opportunities and drive long-term economic growth.

What is your view on changing the operational model of the Virginia Aquarium and Marine Science Center?

The Virginia Aquarium and Marine Science Center has long been a cherished institution, celebrated for its dedication to marine conservation, education, and public engagement. As we look to the future, it is important to consider how the operational model of this valuable resource can evolve to better serve our community, enhance its impact, and ensure its sustainability.

In light of the growing demands and opportunities facing the Virginia Aquarium, I propose a strategic review of its operational model. The goal of this review is to strengthen the Aquarium’s role as a leader in marine science, expand its educational reach, and improve its financial sustainability. Here are a few key components for consideration:

Increased Community Engagement: We must deepen our connection with the community through more inclusive and accessible programs. This involves hosting more community events, collaborating with local schools and organizations, and creating opportunities for public participation in marine conservation efforts.

Sustainable Financial Practices: To ensure long-term financial health, we must explore innovative revenue streams while maintaining affordability for visitors. This may include expanding membership programs, increasing grant opportunities, and fostering partnerships with businesses and philanthropic organizations.

Operational Efficiency: We must undertake a thorough review of current operations to identify areas where efficiency can be improved. This includes streamlining processes, adopting new technologies, and optimizing resource use to enhance overall effectiveness.

What is your view on taking money from individuals who will likely have business before the city?

As a Candidate for Mayor of Virginia Beach I am committed to transparency, integrity, and ethical governance, I want to address the matter of receiving campaign contributions from developers. I recognize that contributions from this sector, while a legitimate aspect of the political process, can raise questions about potential conflicts of interest and the influence of money in politics. While contributions from developers are one aspect of campaign funding, I am committed to seeking support from a broad and diverse range of sources. This approach helps to balance influences and ensure that no single sector or group has disproportionate impact on my campaign.


Additionally, it is essential to emphasize that my commitment to serving the public remains unwavering, and my decisions will always be guided by the best interests of the community. My primary focus will always be on the needs and welfare of the community. I am committed to making decisions based on thorough analysis, public input, and long-term benefits for the city. My goal is to ensure that development projects and policies align with the best interests of all residents and contribute to the overall well-being of our community.


I encourage open dialogue with constituents about campaign financing and decision-making processes. Engaging with the community and addressing any concerns directly is important to maintaining public confidence and ensuring that my actions reflect the values and priorities of those I represent.


Finally, my commitment to transparency, ethical conduct, and prioritizing the public good will guide my actions and decisions as it relates to accepting campaign contributions. I am dedicated to fostering a governance approach that upholds the trust of the community and serves the best interests of all residents.

How will you still value constituents with whom you disagree with?

As a former Supreme Court Certified Mediator, I am trained to listen to and value the opinions and perspectives of all parties whether we agree or not. It is important to respect an individual’s perspective while attempting to find common ground in specified areas with the goal of moving forward to solutions. I am committed to listening and valuing the opinion of constituents whether we agree or not.
