Biography: Elected to the Suffolk City Council on November 2, 2010, and was sworn in on January 3, 2011, as the representative for the Chuckatuck Borough. Reelected in November 2014 and November 2018. Elected Mayor in November 2020. Graduated from Old Dominion University and served as a commissioned officer in the United States Army Reserve.

I began a business career while attending college. I established my first auto dealership in 1980 and became the youngest Ford-Mercury Dealer in the country. I currently operate Mike Duman Auto Sales in Suffolk and was selected as the Virginia State Independent Quality Dealer of the Year in 2000. I was recognized by Virginia House Joint Resolution Number 332 for my business acumen and contributions to the community.

I am married to Fran, have two children, and have four grandchildren. I have been a Suffolk resident since 1977.

Why are you running for this office?

I am running for office to afford myself the opportunity to complete many of the initiatives started during my current term. I believe I am in a unique position to build upon the momentum our city is experiencing. Over the last four years, I have built relationships locally and regionally and gained invaluable experience that will enable me to represent our citizens to the best of my ability.

What is the top challenge facing Suffolk, and how would you address it?

Suffolk’s top challenge is the effective management of growth in our city. We are fortunate to have an exceptional quality of life and a diverse city that can offer something for any desired lifestyle. These attributes and a robust economy provide a welcoming environment for economic investment and expansion.

We are addressing these growing pains by consistently amending regulations within our Unified Development Ordinance and as we develop our current comprehensive plan.

What is your view on preserving agricultural land while also addressing the affordable housing crisis?

It is imperative that we recognize the significance of preserving agricultural land. We must also realize that agricultural land currently represents about 62% of the vast 430 square miles and that limited land use changes will inevitably occur to accommodate demand for future housing and economic growth. Affordable housing is a concern, and I would like to provide additional incentives to promote affordable housing throughout our city that does not necessarily impact agricultural land.

How do you view Suffolk’s growth strategy? What would you change?

Suffolk’s growth strategy should and will be addressed in the formation of the current comprehensive plan. Extensive planning identifying land use, growth management, transportation, municipal services, and housing will provide additional guidance as we move forward.

What is your view on taking money from individuals who will likely have business before the city?

Our city does allow for proffers under the terms and conditions regulated by the state. These proffers provide funds to offset additional public facility needs, but we should ensure that services will align with the build-out of these projects.

How will you still value constituents with whom you disagree?

I value the opinions of constituents who do not agree with me equally as much as I do the opinions of constituents who do agree with me. I welcome differing opinions and viewpoints. This input allows me to develop a more objective analysis before making any decisions.
