Biography: Harold Sidney Carothers III is a Automotive and Electrical Engineering Technician with a passion for excellence and a commitment to mentoring others. Born and raised in Portsmouth, Virginia, Harold has dedicated his career to advancing in his field while making a significant impact on those around him. Harold’s technical expertise has been demonstrated throughout his career, particularly during his time as a contractor for Dominion Energy with Aclara Technologies LLC, where he quickly rose to become the top installer and trainer. His leadership skills were further recognized at Quench Water, where he was honored as the Employee of the Quarter and was entrusted with the responsibility of training employees in other states. Harold’s dedication to his colleagues led him to implement changes that ensured a supportive and comfortable work environment, demonstrating his commitment to both technical excellence and employee well-being. Harold holds a Associates of Applied Science degree in Computer Electronics Engineering Technology from ITT Technical Institute and has also attended the Aviation Institute of Maintenance. His passion for learning and technical prowess is mirrored in his personal interests, which include working on his pilot’s license and the repair and modification of cars and trucks. A lifelong resident of Portsmouth, Harold grew up in the Cavalier Manor section until the age of five, when he moved to Park View with his mother and uncle. His uncle, a man of strong values, played a crucial role in shaping Harold’s character. He taught Harold the importance of loving and respecting everyone, regardless of their background, instilling in him the belief that respect is given and trust is earned.In addition to his professional accomplishments, Harold has been actively involved in the Virginia Commonwealth Challenge Program and mentorship with minors, demonstrating his commitment to giving back to his community.

Why are you running for this office?

This current administration has completely failed the citizens and the integrity of this community with ignorance and lack of accountability. They city officials will not stand up to each other and they choose personal feelings over whats best for the citizens and their decisions are neglecting the city and ignoring the people. The current administration feels they are untouchable and needs someone to finally do what’s right for the citizens and the workers. I want to bring unity, and love instead of hate and discrimination.

What is the top challenge facing Portsmouth, and how would you address it?

The top challenge is unity and trust. The city is divided and people are afraid of speaking out against the people doing the crimes, and police officers are scared to do their jobs because they don’t feel like the current administration will support them and their decisions even though they are qualified to do their job. City officials are scared to speak up on current issues facing the community because they may be fired by the current council and mayor. Example like what happened to the former police chief Angela Greene. Also with the past four city managers. These issues make it impossible to do a job and keep one. This city is being disrespected and bullied and it’s time for a change.

What is your view addressing the affordable housing crisis?

To address any issue we have to have law enforcement so people and investors will feel safe to come to the city and invest here. So the first thing is increase law enforcement for safety and security. Then see what buildings the city currently have that can be converted into Apartments for affordable housing and also invest in multi use developments so we can get more space per square foot to save on costs.

The city has a longstanding history of poor council management. How will you civilly manage the six other members you will serve alongside?

Establish Clear Objectives to Make sure everyone understands the common goal and thats to do whats best for the people. Then I will encourage open communication so we can create an environment where everyone feels safe to express their views. Also truly listen to understand, not just to respond. Respect all of our differences and acknowledge that differing opinions can lead to better outcomes. Encourage everyone to see disagreements as opportunities to explore new ideas and possibilities. Then focus on areas of agreement first to build trust and make it easier to address differences. Talk during the week instead of meeting days to make sure there are no issues in-between time. Make all decisions transparently and If consensus is not possible, explain why a particular decision was made and how it aligns with the councils objectives. Address Conflicts Promptly and behind closed door instead of disrespecting the city in front of the world.

What is your vision for the former Civic Center and Holiday Inn site in Olde Town Portsmouth?

I would love to see that building converted to apartments for the teachers and firefighters so they can have affordable housing and a beautiful view to relax their minds on the water.

What is your view on taking money from individuals who will likely have business before the city?

I believe that this job is a privilege to help your people and in business no one give you nothing for free. Reality is when you take money you are taking from the people. This job should not be about the money because money is the route to all evil and the people who take it already have plans to do evil with it.
