With over 20 years of experience in customer retention and a background in history, civics, and public speaking, Cash brings a well-rounded perspective to local governance. Currently serving on multiple boards, including the Virginia Beach Police Department Foundation and the Library Board, he is deeply involved in community and civic organizations. Cash’s campaign focuses on addressing District 7’s critical needs, such as securing a recreation center, library, and substation, and improving infrastructure. He advocates for affordable housing, responsible growth, and strong community engagement.
Why are you running for this office?
I am running for this office to address the critical needs of our community and ensure that all residents of District 7 have a voice in local government. My focus is on improving essential services, such as securing a recreation center, library, and substation, and investing in infrastructure like roads, parks, and schools. I am committed to advocating for affordable housing, supporting small businesses, and ensuring that vulnerable populations, including seniors and individuals with disabilities, receive the assistance they need. By working closely with residents and city leaders, I aim to create a more equitable and vibrant community for everyone.
What is the top challenge facing Virginia Beach, and how would you address it?
The top challenge facing Virginia Beach is the rising cost of living, which strains families, seniors, and small businesses. Inflation is driving up costs for essentials like housing, groceries, utilities, and childcare, leaving many residents struggling to make ends meet. To address this challenge, I propose:
- Affordable Housing Initiatives: Implement policies to increase the availability of affordable housing, ensuring stable and reasonably priced living options.
- Economic Support: Advocate for programs that support small businesses and provide financial assistance to low- and middle-income families.
- Infrastructure Improvements: Invest in infrastructure that supports economic growth and improves quality of life, including transportation, parks, and community facilities.
What is your view on preserving agricultural land while also addressing the affordable housing crisis?
Addressing affordable housing is crucial because many residents are struggling with rising costs. Families, seniors, and individuals with disabilities face housing instability and spend a disproportionate share of their income on rent or mortgages. This financial strain affects their ability to cover other essentials. To tackle this issue, we need to prioritize affordable housing initiatives that provide relief to those in need, while also ensuring that we do not compromise the integrity of our agricultural lands. This approach will support both housing needs and environmental preservation.
How do you view Virginia Beach’s continued growth strategy? What would you change?
Virginia Beach’s growth strategy should emphasize sustainability, community input, and preserving our unique character. Having reviewed the Comprehensive Plan 2040, I support its focus on smart, targeted development within areas with existing infrastructure and the promotion of mixed-use spaces. I would update the Centerville SGA to include District 7, ensuring that growth initiatives reflect the needs and desires of all neighborhoods. Key aspects I support include:

- Sustainability: Promoting green building practices and environmental conservation.
- Community Involvement: Enhancing public engagement to ensure that growth strategies reflect resident needs.
What is your view on changing the operational model of the Virginia Aquarium and Marine Science Center?
I believe the current operational model, where the City owns and operates the facility while the Aquarium Foundation manages the animals, exhibits, and educational programs, is effective and well-balanced. This partnership leverages the strengths of both the City and the Foundation, ensuring the Aquarium remains a vital educational, conservation, and tourism asset.
What is your view on taking money from individuals who will likely have business before the city?
I believe in maintaining the highest standards of transparency and integrity in public service. Accepting contributions from individuals who are likely to have business before the city could create conflicts of interest and undermine public trust.
How will you still value constituents with whom you disagree?
I am committed to valuing all constituents, even those with whom I disagree. I believe in open, respectful dialogue and actively listening to diverse perspectives. My approach includes:
