YORKTOWN, Va. (WAVY) — Three family members have now been charged following the death of a toddler in Yorktown earlier this month.

On Thursday, Timothy Raines, 59, was arrested and charged with one felony count of child neglect, according to Shelly Ward, spokesperson for the York-Poquoson Sheriff’s Office.

This comes after Jesse Gunn, 37 and Anna Raines, 29 were both charged with one count of felony child neglect earlier this month.

Gunn and Anna Raines were parents to the two-year-old child. Timothy Raines was the child’s grandfather. All three lived at the same address, in the 100 block of Aberfeldy Way, off Kiln Creek Parkway, and the charges are related to living conditions found in the home, Ward says.

Deputies were initially called to the home on July 7. When they arrived the child wasn’t breathing.

Investigators say while they were there, they noticed the home was dirty, and there were clothes, trash and dishes everywhere. Investigators say the area the baby was sleeping in was especially disturbing.

“There were a lot of cigarettes and cigarette burns in and around the baby’s bed, urine on the blankets and clothing,” said Maj. Ron Montgomery last week. “Most disturbing was the fact that we found illegal narcotics in and around the child as well as needles.”

Investigators said earlier this morning that they believe the little girl had been dead for some time before they arrived. Results of an autopsy are still pending.

Raines was just arrested on Thursday in Hampton while the parents were charged back on July 7.

Timothy Raines is a doctor Victoria Family Practice in Hampton and has had his medical license since 1991, according to state records.

He was released on his own recognizance. Multiple attempts to contact him were unsuccessful.
