VIRGINIA BEACH, Va. (WAVY) — A man who was hospitalized after being restrained by deputies at the Virginia Beach Correctional Center has died, authorities said.
Virginia State Police confirmed that 34-year-old Rolin G. Hill died the morning of Monday, June 10 after authorities said he suffered a medical emergency on Tuesday, June 4. The Virginia Beach Sheriff’s Office said it happened after Hill was restrained by Virginia Beach deputies.
Virginia Beach police arrested Hill last Tuesday night at a 7-Eleven on Brigands Way after the store’s management said he was causing a disturbance. Police said Hill refused to leave the property even after he was offered a ride home.
Hill was charged with trespassing, disorderly conduct, and obstructing justice.
The sheriff’s office said Hill arrived at the correctional center around 7:15 p.m. June 4. Hill was denied bond by a magistrate and booked into the VBCC at 8:20 p.m. According to Virginia Beach Sheriff Rocky Holcomb, Hill became uncooperative and combative during the booking process which prompted deputies to restrain him.
Around 8:45 p.m., Hill experienced a medical emergency and medical aid was rendered by deputies and jail medical staff before he was transported to Sentara Princess Anne Hospital. Hill later died at the hospital.
WAVY followed up with the Office of the Chief Medical Examiner Tuesday, which said Hill’s cause and manner of death was still pending.
The VBSO Professional Standards Office is investigating the incident. Additionally, Virginia Beach Sheriff Holcomb requested that the Virginia State Police conduct an independent, third-party investigation.
“We are investigating the incident with Rolin Hill and are committed to a full and comprehensive investigation, which is why I have asked Virginia State Police to conduct an independent review,” Holcomb said. “I cannot comment on the specific facts of the case at this time due to the need to preserve the integrity of the investigation. As always, I am committed to full transparency with the community and will be open with the findings when the investigation is complete.”
A Virginia State Police spokesperson shared this statement on Monday, June 10:
“At the request of Virginia Beach Sheriff Rocky Holcomb, the Virginia State Police Bureau of Criminal Investigation’s Chesapeake Field Office is investigating the arrest and booking process on June 4, 2024, of Rolin G. Hill, 34, at the Virginia Beach Correctional Center. The investigation remains ongoing at this time. Once the investigation is completed, state police will turn its investigative findings over to the Commonwealth’s Attorney for final review and adjudication. Hill’s remains have been transported to the Office of the Medical Examiner for examination and autopsy.”
Sheriff Holcomb declined an on-camera interview, but sent a text early Monday that read “My heart grieves for the family.”
Virginia Beach NAACP President Dr. Eric Majette issued a statement Tuesday about the circumstances surrounding Hill’s death.
“We are deeply saddened to hear of the untimely death of Mr. Rolin Hill. We are further concerned about with the circumstances surrounding his death. Our thoughts and prayers go out to the Hill family during the loss of their son and brother. We understand that the Virginia State Police is currently conducting an investigating into the death of Mr. Hill. While this investigation continues, we will wait to make further statements until the facts and fact finding concludes.”
