At approximately 1:30 a.m., a York-Poquoson deputy was conducting a check on a parking garage on the waterfront in Yorktown when he heard vehicles on the top deck involved in burnouts. The deputy proceeded to the upper deck and discovered Nathaniel Kevin Hartzog, 21, and Gavin Alexander Roberts, 19, driving recklessly on the parking deck.
