PORTSMOUTH, Va. (WAVY) — An arrest was made in connection with the hit-and-run that injured two Portsmouth Police officers Sunday morning.

It happened just after 2 a.m. on the 4040 block of Missy Elliott Boulevard. Both officers were hurt and one of the officers was rushed to a local hospital. Some pedestrians were hit, but officers said they left the scene so they were not identified.

The driver of the vehicle fled the scene, but police later stopped the driver, later identified as Shaquilla Oneka Cuffee, on the interstate. Cuffee was arrested Sunday morning and charged with DUI and malicious injury to law enforcement officers, as well as other related charges.

One woman told 10 On Your Side she was one of the pedestrians who was hit.

She declined to show her face or reveal her name, but said it all started with a group of people gathering in a parking lot.

“It was a lot of crowds and a lot of commotion. So, I was just standing with my sister and my brother and then the next thing I know it was like, boom and I hit the ground,” she said.

She said a woman put her car in reverse and hit a crowd of people.

“I got up and I noticed it was an officer right beside me. It was a black officer, and she was gasping for air.”

She told 10 On Your Side when the car hit her, she immediately felt numb on the entire left side of her body and had to go to the hospital.

“Right now, I’m just feeling pretty much a lot of aches in my bones on all of my left side, my arm, my leg.”

News of the crime shocked the community.

Fahnta Hales said even though she lives in Virginia Beach, she has ties in Portsmouth and told 10 On Your Side there needs to be community engagement to make the area safe.

“Community engagement is important. There’s a disconnect. I mean, we know that. So there’s a disconnect. So, when I said police, officers are people too, if we engage, you know we were raised on officer friendly right,” Hales said, “Just like they protect us, we have to protect them.”

Police are still investigating the incident and no addition details are available at this time.
