PORTSMOUTH, Va. (WAVY) — Police in Portsmouth are working to learn more about a shooting that killed a 13-year-old boy and injured another teen Sunday morning.

Law enforcement says the shooting happened just after midnight in the 600 block of Rutter Street.

Once on scene, first responders say they found two shooting victims, a 14-year-old girl and a 13-year-old boy.

The girl was sent to a local hospital with injuries police didn’t consider life-threatening.

Police say the boy had been shot in the upper body and was pronounced dead at the scene.

10 On Your Side spoke with residents who live in or were visiting the neighborhood when the shooting occurred. They were shocked this happened in a usually quiet community.

“I was raised up here in Ida Barbour before this was a project,” said Howard Williams, who was visiting his niece. “I been raised up here for 63 years. We never had nothing like this. Till they revitalized this place, we didn’t have something like this.”

Williams says he didn’t hear the gunshots, but woke up in the middle of the night and saw flashing lights.

“I was trying to figure out what was going on, come out side and there were police cars,” he said.

Williams was sorrowful to find out later in the day that the victims were so young. Current resident Samuel Mills agreed.

He was at home watching a movie when he heard three gunshots and then someone cry out.

“I was like ‘What in the world is going on?” he said. “I said ‘Lord, don’t tell me they shot people out here.’ There was two of them.” Mills says he saw paramedics take the girl away and watched them also work to save the boy, but knew he was dead.

“Whoever did it, I hope they get them. I’d like to know myself,” he said.

Former resident Howard Williams says although he and others were nearby when the shooting happened, he’s praying God is nearby to the family of the boy who died.

“I hope God covers them through and heals their hearts,” Williams said.
