NORFOLK, Va. (WAVY) – A man and woman are facing charges after an incident in Norfolk Wednesday afternoon involving a school bus.
Officers were called to the intersection of Kenton Avenue and Cary Avenue, which is near the Broad Creek Community Center, around 3:30 p.m. for the report of a person with a weapon.
Witnesses told police a woman had displayed a gun at a school bus driver. There were children on the bus, police confirmed to WAVY. The students were from Ruffner Academy.
As the result of a preliminary investigation, 49-year-old Ciscley Jefferson and 51-year-old Kevin Stacy were taken into custody at the scene.
Jefferson was charged with brandishing a firearm and Stacy was charged with simple assault. At last check, both were being held in Norfolk City Jail without bond.
The school sent out a message to families about the incident.

This is Assistant Principal Katie Wright. On Wednesday afternoon, September 27th, your child’s bus driver was alerted that a car was following the bus in the Broad Creek area near Cary Avenue. Reportedly, when the bus stopped, the driver of the car and her passenger approached the bus. The driver of the car brandished a gun.
The bus driver immediately enacted safety and security protocols including calling Norfolk Police Department. The driver of the car and her passenger were immediately arrested at the scene. No one was harmed and all students made it home safely.
Ruffner School administration alerted the crisis team to provide support to students. As always, the safety of our students and staff is our priority.

No injuries were reported during this incident, which happened just a few steps outside of Onix Valencia’s front door.
“Man, it’s crazy, I just can’t believe, you know, a bus full of kids. It makes me really upset,” Valencia said.
Valencia told 10 On Your Side that his little sister just started going to school and the incident makes him uneasy.
“We’ve got to do better. You don’t do that on a school bus driver in front of kids,” Valencia said.
