NN Police: Officer shoots, kills man after threatening woman and pointing gun at officers

NEWPORT NEWS, Va. (WAVY) — A Newport News Police officer shot and killed a man who allegedly threatened a woman in a trailer and then pointed a gun at officers Friday afternoon, police said.

On Monday, police identified the man as 43-year-old David Noteboom.


Around 12:19 p.m., Newport News Police said they tried to check on the welfare of a man in the 0 block of Davis Park Drive, just off of Jefferson Avenue near 74th Street in the northern end of the city, in connection to a tactical operation Thursday dealing with an armed, suicidal person.

A small number of officers, who are also part of the NNPD Tactical Operations Unit, were used to conduct the welfare check and serve an arrest warrant that was issued for the man in the last 24 hours out of Chesapeake, police said.

When police arrived, they saw a woman coming and going from the residence, and when other officers arrived, they made a number of attempts to reach people in the trailer by phone and through a public address system, but they got no response, police said. Officers did, however, observe that the front door to the trailer begin to open, but no one left and the door stayed open.

Officers continued their efforts to ask people inside the trailer to come out, and after hearing a woman screaming and yelling, apparently in distress and in danger, police said, they went into the trailer.

Once inside, officers saw what police said was a violent struggle in an interior room between a woman and man holding a gun. When the officers entered the room, the man pointed the gun at officers, police said, and one officer fired his gun, hitting the man, now identified as Noteboom.

He was taken to a local hospital and was later pronounced dead, police said. Officers were able to safely get the woman out of the trailer. The woman, along with the officers, was not injured in the incident, police said.

Officers involved in the incident have been placed on administrative leave. The investigation into the incident continues.

A viewer caught video of the scene at Davis Mobile Home Park showing a SWAT team entering a trailer, shortly followed by three gunshots.

We spoke with that same viewer, who did not want us to use his name or face on camera. He told us around 2 p.m. he heard a loudspeaker asking someone to exit their home. When he looked out his window, he saw a hoard of police cars and a SWAT unit.

“‘If you come out, we can guarantee your safety. If you do not come out, we cannot guarantee your safety,'” the man said, quoting what he heard from the speaker. “Then they made entry into the trailer. And from the time the first man walked in the door until the sound of three rapid gunshots was about five to six seconds. And then the ambulance appeared.”

WAVY was out at this same mobile home park Thursday. Tactical units and crisis negotiators were on scene in the early morning hours attempting to make contact with a possibly suicidal person. Police said those attempts were unsuccessful.
