NEWPORT NEWS, Va. (WAVY) — Newport News Police Chief Steve Drew held a press conference Tuesday to address an incident that resulted in an officer shooting and killing a 43-year-old man.
Officers went to Davis Park Drive to serve David Noteboom with a warrant issued in Chesapeake for no appearance in court for a larceny charge. Noteboom’s father and ex-girlfriend also asked police to conduct a welfare check on him, according to Drew.
Drew said, Noteboom’s ex-girlfriend was asked not to go to his trailer by police. However, officers noticed the ex-girlfriend’s car outside when they arrived on the scene. Her presence changed how police responded, according to Drew.
Chief Drew said officers attempted to reach the woman by cell phone for an hour and 15 minutes. With no response, officers then issued commands using one of the police vehicle’s PA systems for 20 to 25 minutes. Police called both Noteboom and his ex-girlfriend by name over the PA system.
At some point, the trailer door opened and officers were able to hear yelling and screaming and decided to enter the trailer, Drew said.
Once inside, officers witnessed a struggle between Noteboom and his ex-girlfriend, Drew said. Officers announced themselves and the ex-girlfriend fell down during the struggle.
According to Drew, Noteboom moved the gun up toward his head and mouth area then pointed the gun toward police. At that point an officer fired their weapon and Noteboom was hit two to three times. Drew noted that officers immediately administered life-saving techniques to Noteboom, but he later declared dead.
Chief Drew said officer body cameras were on during the incident and the case will be turned over to the Newport News Commonwealth’s Attorney.
During the press conference, Chief Drew said he called Noteboom’s father because he wanted to let him know he mattered.
