CHESAPEAKE, Va. (WAVY) — A Chesapeake man is facing murder charges after a crash that killed two people Thursday night during a police pursuit, police said.

It started on Interstate 64 just before 6:10 p.m. Police said a dark-colored two-door coupe passed a police officer traveling at a high rate of speed in the westbound lanes of Interstate 64 just before the Greenbrier Parkway exit.

Officers attempted to stop the driver for reckless driving as the car began to travel southbound down Greenbrier Parkway. However, the car continued toward the intersection of Greenbrier Parkway and Crossways Boulevard.

After turning right on Crossways Boulevard, the driver T-boned a four-door Honda sedan in the intersection of Jarman Road.

Police said the two people in the Honda died — one at the scene and another at a hospital. Two others were injured.

The deceased have been identified as 65-year-old David Jones and 54-year-old Jennifer O’Connell.

The driver fled on foot after the crash but was apprehended in the 600 block of Jarman Road. He was identified on Friday morning as 23-year-old Ishmell Seymore, of Chesapeake. He’s been charged with two counts of second-degree murder, felony eluding and felony hit and run.

Court officials say he was denied bond on August 18.

Seymore’s aunt told 10 On Your Side’s Andy Fox that her nephew has PTSD and had left the U.S. Navy two years ago. He had been driving for a package delivery service and was under pressure, according to the aunt, and over the weekend he went to the hospital because he was bleeding from the nose.

The aunt said the family feels terrible about what happened.

An eyewitness in the crash, who asked not to be identified, recounted what they saw Thursday night.

“It hit so hard. All you saw was glass and smoke,” they said.

“I proceed to get out of my [daughter’s] car and run from her car trying to aid the people that were in the car. There was a young lady, and a man, and they looked to be 50 or 60 years old…he was laying over his wife’s lap,” the eyewitness recounted.

Police have not yet identified the victims nor their relationship to each other.

The eyewitness said the woman had a slight pulse but died at the hospital. The man had no pulse and died on scene, they said.

The eyewitness said they saw Seymore run from the scene.

“The airbags had deployed, but before that, he stopped, got out of his car, and proceeded running,” the witness said, adding that it looked like he didn’t have remorse.

“Every time I close my eyes, all I see is that Audi hitting that Honda, and all this smoke coming from that glass shattering, and the guy emerges from his vehicle and takes off running into the parking lot. That’s all I see,” they said.

The incident remains under investigation.
