VIRGINIA BEACH, Va. (WAVY) — FBI agents continue to process the massive scene inside Building Two at the Virginia Beach Municipal Center.
“It is almost incomprehensible for anybody that’s living through it,” said FBI Special Agent in Charge Martin Culbreth. “We are reconstructing what happened. We have a team in here that is doing a 3D scan of all the sites.”
The “evidence response” teams are made up of agents from all over the East Coast.
“We have folks in from the Charlotte division, Richmond division, Washington field office, Atlanta and Hampton Roads,” Culbreth added.
The 45 agents have been working 12-hour shifts. They are not only trying to reconstruct the scene by collecting evidence, but also trying to track every single bullet.
“Where they came from and where the bullets went,” Culbreth said. “We’re looking where they went to and what path they went along the way.”
It is an overwhelming process, especially in this building.
“It’s an old building,” Culbreth added. “There were multiple areas that we have to look at and multiple floors this took place on. So yes, it is extremely difficult.”
The FBI says all of the data collected will be analyzed to help understand how this could happen.
“We will take all this information and provide it for future training on how to train people to act in these situations of an active shooter,” Culbreth said. “We will also do behavioral analysis on what the subject was thinking.”
Culbreth tells 10 On Your Side he expected the whole process to take between 7-10 days.
