NEWPORT NEWS, Va. (WAVY) – The York-Poquoson Sheriff’s Office says a Newport News man faces charges in an indecent exposure case.

Deputies arrested 41-year-old Matthew Ryan Balsor at his home in Newport News, on indecent exposure and obscene sexual display charges.

On Sunday, Sept. 22, the sheriff’s office responded to a report of indecent exposure in the Brandywine subdivision of York County.

The victim was walking in the neighborhood when she says a man driving a black, four-door vehicle drove up behind her. The man asked her a question and once she approached him, she noticed the suspect was exposing and fondling himself.

The victim quickly moved away from the vehicle and the man drove out of the neighborhood.

The victim captured a photograph of the suspect’s vehicle as it was driving away. Deputies located the vehicle using the Flock camera system and were able to find the suspect’s name and address in Newport News.

After obtaining an arrest warrant, deputies arrested the suspect for the offenses.
