Police were first called to the 8300 block of Guam Parkway Thursday night at 11:10 p.m. for a report of a person with a weapon. Police urged individuals to avoid the area during that time.

Photos from the scene showed a heavy police presence.

When officers arrived, they weren’t able to make contact with Hill but she eventually came out of the house peacefully after NPD’s Hostage/Crisis Negotiation Team and Special Operations Team responded.

Police announced at 3:16 a.m. that she was taken into custody.

It’s still unclear what led to the incident, but the incident is still under investigation. Hill is being held at the Norfolk City Jail without bond.
